NuScale Power Trades Below $6 With the Only NRC-Certified Small Modular Reactor Design. Here's Why That Still Isn't Enough.

SMR trades below $6 even though NuScale Power holds the only NRC-certified small modular reactor design, a regulatory edge that has failed to translate into investor confidence.

The core problem is commercial. NuScale has no binding power purchase agreements, so the certified design has not converted into contracted demand. Revenue tells the same story: the company booked just $75,000 against a $9 million estimate, a miss of roughly 99%. Losses are also widening.

Legal overhang compounds the operating weakness. NuScale faces class action lawsuits alleging investor fraud, plus shareholder investigations. Those proceedings add uncertainty that a revenue-light business cannot easily absorb.

The balance sheet is the counterweight. NuScale holds $2 billion in cash and carries no debt. Interpretation: that cushion reduces near-term solvency risk, which helps explain why the stock is a debate rather than a distressed situation. But cash alone does not answer the questions about demand and litigation.

Analysts quoted in the piece recommend waiting until the legal issues resolve and revenue streams materialize, framing SMR as a stock where the certification is necessary but not sufficient.
